Clarifications regarding the 2019 tackle football rules.

Please note below clarifications regarding the 2019 tackle football rules.

Rule 1 Section 13 Article 5

The penalty application was not adjusted when the rule was modified requiring a player to be out for three plays if injured.
This is the correct application if a player returns to play before being out three plays.

Loss of 10 yards applied from PLS or PBD which ever is most advantageous to the non-offending team.

Rule 4 Section 5 Article 2(d)

Note a player lined up in a normal backfield position who is behind the quarterback is eligible to block below the waist within the defined zone.

Example: A running back in his normal spot (6-8) yards behind the quarterback who is up under center
